Well that was created specifically for government agencies and universities to share information. Allowing the plebs to use it was an afterthought. Or if you’re talking straight up rights violations, may I suggest the patriot act? Or as Biden titled it when he wrote it, the 1995 Counterterrorism Act? You can find video where he’s pissed that the Republicans rebranded his act and passed it off as theirs.
