  1. The survey is unreliable since it includes a very limited number of cities. It's easy to get result bias.

  2. I think Tokyo would be lower had they included more cycling cities in those surveys. My city for instance has better bike infrastructure and use than Tokyo and yet its not on the lists cause the survey wasn't done there. These surveys are as good as the amount of cities they include.
