The USSR managed to build one with vacuum tube technology in the early 1970's.

Russia was planning to quit the ISS after 2024 anyway, they said they were thinking about it 2 years ago. This is just final confirmation. China has its own space station, and India is building one. So Russia needs its own space station to keep up with them. Russia is still interested in bilateral nuclear weapons talks with the USA in the future. Russia doesn't want the USA to massively increase its tactical nuclear arsenal, and especially not its missile defence systems. Also, the mere action of having the talks would show that the USA is treating Russia like a superpower, so the talks would be useful for prestige reasons.

There is actually a plan to break the ISS into 2 parts, and keep one part running and decommissioning the other half.

The Cold War has been in space since 1955. In recent years, both China and Russia have fired anti-satellite missiles at their own decommissioned satellites, blowing them into thousands of pieces and creating 36,000 mph debris fields in orbit.
