Seems rather obvious to me. I mean, you could probably physically fit the entire world population in London City. It'd be crammed, but still not full.

@tastypymp1287 Which is especially odd considering that the UK is over 5 times more densely populated than the planet as a whole.

@jankrywiczniak4365 Yes. You'd have about 5 people per square meter. That is slightly above the safety limit for standing events, but certainly fits, and that's even without having multiple floors.
