Putin will be more tempted to "try again" if the West continues to break international law by seizing Russian assets and destroying Russian infrastructure such as Nordstream. The best the West can do to deter Putin is to behave in a civilized manner.

Congress is ignoring nothing. Congress has simply asked Biden to account for the funding, declare what the plan for victory is, and secure the Southern border. Biden has refused to act on these simple requests, so it is Biden that is holding up the funding.
