  1. Colleges aren't banks. They aren't set up as a lending institution which is subject to different rules and regulations. The government program was there when I attended college. The difference is, I didn't qualify for anything because it was for low income. Size of family wasn't even a consideration strictly your parents income. My parents weren't paying for my college so their income had nothing to do with my ability to afford it. There were serious issues that needed to be addressed with it. The government in an attempt to get more people in college, because studies showed college graduates did much better economically and an educated society should produce better policy decisions, they went too far the other way. When I attended college, the requirements to get in were high. If you didn't graduate in the top 10-20%, you weren't going to get accepted except maybe a community college. Now because of the government incentives to educate everyone, you can get in if you barely graduated. Colleges had limited classes and degrees. As the number of students grew, the choices expanded to accommodate the growing number and the price increased to pay for it and the infrastructure needed to supputhe growing numbers.
