I mean, when totalitarian state owns territory, it will produce absolutely biased propaganda in both ways and it will control all informational distribution, to prevent counter propaganda in both ways. Ukrainian soldiers in ruzzian camps were told that Ukraine failed in 2022, so you can imagine how feel ppl on occupied territories
