We the people of India hope that the decision for “tour of duty” is deliberate with extensive brainstorming and active study by the Services HQ. We are a democracy and the elected Government has the right to shape the Armed Forces. We are here wading into unchartered waters which will have far reaching consequences for the sovereignty of India. Efficiency of the Armed Forces is not measured by pension bills; all the more so when Defence civilians take away more than 50% of the Defence pension outlay for less than 25% of the strength of the veterans. We are inclined to believe that restricting the Defence civilian organization may have yielded better results for the aim propounded. We are here dealing with the Defence of the sovereignty of the Nation. Tailpiece: Does the Nation have a right to the study after which this decision has been arrived at? That, I suppose is an obligation by the Government to the people and a right of the electorate.
