  1. “Free”. Nothing is free. Power (pun intended) does not come free. Somebody has to earn some money and pay for it. Who and whose money will be used to pay for it, Mr. Chief Minister. I suspect, I (a taxpayer) will end up paying for it besides paying for my own electricity. Just saying. Tailpiece: There is no free lunch anywhere. Not even in communicant China.
