Normally adopted by defenders, mostly on retreat, to destroy everything to deny advancing enemy the use of all facilities left behind. Wonder why the commentator ( the Russian) says that Russia will resort to this policy. Does it mean Russia is planning a disengagement and withdrawing? Tailpiece: Makes sense to disengage - take Donbas etc. and get out. Face saving and okay for Russian economy and people too. Even Russia can’t sustain this war for long anymore. Neither can rest of the World sustain.
