@KiranKumar-nb4nx the power is really with the bureaucracy who are not ever held accountable. Hence the delays and that is what the Minister has conveyed

@KiranKumar-nb4nx kiran you have a point. But we can't get exceptional ministers always. It is the bureaucrats who are permanent and should be accountable for particular projects and implementation.

@kartikprasad1044 Therin lies the real problem. The bureaucracy have insulated themselves from being held responsible with deftly introduced provisions and rules for self preservation. How many times, since Independence, have bureaucrats been held directly responsible for inefficient implementation? It is a close knit organization where everybody scratches each other’s backs.

@KiranKumar-nb4nx Kiran, thanks for the inputs. But I suppose you don’t mean only paper work when you say work. Yes, I agree Some ministers did assert. But exceptions can’t be accepted as the rule. WE can name two handful of ministers from among hundreds since independence. How many bureaucrats are held accountable for inefficiency and delay?

@KiranKumar-nb4nx you make good points. But Kiran, you can get ministers only as good as the candidates. Moreover their turnover is quick and barring a few do not know the subject they handle that well. The bureaucrats are permanent, on the job providing continuity. They are expected to be experts in what they handle. If they are incompetent, ignorant and irresponsible even an exceptional minister can do only that much. To use a phrase from the ministers’ talk under discussion “gadhe ko godha nahin bana skate” - either which way.
