It's more common than you think. I mean, if you look at the Ukrainian-rebels flag, it looks a lot like a Confederate flag, but if you asked them, they probably had no intention of copying the Confederate flag

  7. I occasionally see them up here in Wisconsin. I think the people who fly them, do so out of a more "anti-government" and rebellious mindset than a racist one, but maybe I'm wrong
