  1. Not bankruptcy. A special procedure whereby the borrowers can provide information that they are unable to pay, or can only pay in part, that would have to be done every year OR when their financial circumstances change, either for the better or worse. Someone might become unemployed or temporarily disabled, and repayment would be impossible or a severe hardship but in a few months recover and get a good job where they could resume paying. Permanent disability used to be grounds to cancel the debt back in the early 2000s, not sure if it still is. Working in certain jobs serving the public also was grounds. There are many solutions in between draconian collection attempts aka blood from a turnip and unconditional cancellation. But that’s not what Dems want, this is a stunt to get the votes of bludgers.
