Biological weapons of that time were notoriously unreliable and uncontrollable, so despite much research no one used them outside research labs. They took time to activate and debilitate, and often depended on wind conditions so one person could be infected while nearby was not. There was no capacity for troop transport in the Pearl Harbor attack, as it was extreme range for their ships and expected to be a quick raid with a fast retreat. I cannot imagine the rage of the American people if they thought Hawaii had been attacked with biological weapons before December 7th (remember also that just under half of the population of the islands was Japanese immigrants). We probably would not have accepted a surrender until Tokyo had been nuked into a parking lot.

Hitler had an aversion to bio/chem weapons, as he had been gassed in WW1, but he also realized the Allies were far more spread out than Germany was, so the inevitable counterattack would hurt him more.
