@michaelfacto4029 There is "should", and there is "could". Armor production in the US was hurting at the beginning of the 40s. There were only three plants capable of making it, and the North Carolinas and South Dakotas were sucking up most of it even before they started on the Iowas. The Two-Ocean Navy bill meant such an expansion that hard decisions had to be made. The Navy, with Roosevelt's concurrence, prioritized getting carriers and cruisers into the water over more battleships (this was pre-Pearl Harbor, but once they realized they could get 2 of the 4 sunk battleships back, plus refitting the rest, they dropped the rest of the battleship program). The Iowas were allowed to slip a year as they restarted one armor factory in SC and expanded the other three. Building the Montanas would have been impossible until '44-45 (source: Warship Builders by Thomas Heinrich, see in particular pg 102-103).
