Because france wants to utilise India to maintain their eminence in nearly every industry - same reason why germany is wooing china while uk is leaning to usa. France may only transfer select tech but Indian program will get accelerated with french collaboration. For example India developed indigenously its composite material for tejas, fly by wire capability and now uttam AESA radar in collaboration with israel. But the developement of jet engine (kaveri engine) especially regarding the metals required to make jet engine turbine blades that need to operate in high temperatures, remains problematic. France - as in safran - is to be used to fill such gaps. It is mutually beneficial in that france gets money and a defence market while India gets to fill gaps in tech. France is a stepping stone and will lose relevence in a few decades...
