People of a particular other community are usually not left behind by the state in socioeconomic progress - the leaders of this community actively and consistently tell the people not to accept the authority and benevolance of the state as these selfish leaders rightfully beleive that socioeconomic progress of their community would reducr the power they have over that community. Moreover, educated members do not blindly follow the leaders or their dogma, endangering the emtire enterprise practised within that community for decades... the problem thus lies within the community and not the state...
