You can cut a throat with a boxcutter. And back in 2001, they assumed that terrorists would fly the plane to cuba and take them all hostage. It was only after the first three planes crashed that word started getting to the planes in the air that any hijacked planes would be crashed into major landmarks. And they stopped the last crash from killing anybody on the ground.
