actually, the increased income does not have to go on beaurocracy, there are MANY other government expenditures, like roadbuilding and maintenence for example.

Actually, the california laws are the exception in the US. The European smaller more efficient diesel engines are there because of emission restrictions, but more importantly, because of higher fuel costs. Also, fuel in the US is dirtier.This, along with the fact that there is far more reliance on private instead of public transport, means that crowded cities and states tend to be forced to make stricter emissions controls.

Go look at Europe's NOx regulations, then go look at Europe's fuel efficiency.

Any laws which reduce fuel consumption is vastly beneficial, and this is a nobrainer. Most westernised nations have far stricter pollution regulations, emission regulations, AND far better fuel consumption. The fuel consumption thing is easy, if the price of fuel is higher. It means you are consuming less fuel, which ends up cheaper, once people have switched to more efficient cars.

Most won't buy the additives, they SAY they will, but they won't really be bothered with the expense. And that makes such additives VOLUNTARY, not MANDATORY as they are now (being in ALL the fuel).

These improvements "trickle down". Most of the cars of Egypt are old cars from Europe. So in 10 years time, they will have the current generation of much cleaner VWs and Fiats and Opels and such. The air in Cairo will be much cleaner.

So if China was busy smoking meth, would you want to smoke meth? China is waking up to the shit they are breathing, and they are putting up more solar and windfarms than any other nation on this planet. The pollution is also making it more costly to go about their daily lives, but through things like medical expenses and making it harder to exercise outside, and therefore they are driving more and going to gyms instead.
