Possibly not but the the legal threshold for banning any march is set deliberately high. At present that threshold hasn't been meet and if he were to ban it, a court would over turn the ban just as quickly. However if there is a lot of trouble the threshold for banning future marches will have been meet.

The Police will arrest anyone rioting, irrespective of which side they are on. I have always found that if you go looking for trouble you are unlikely to be disappointed.

True, but the legal opinion at present is that the threshold to ban the march hasn't been reached. Anyone who subsequently behaves lawlessly can be charged under the act.
