Well, I don't think it is by design - but it is convenient for the wealthy and powerful to have an endless stream of cheap labor coming into the country to replace the existing, comparatively expensive and demanding labor force - so the people in power have no reason to want to stop this flow of cheap labor, when it's making them richer - so for them, it's a happy coincidence to have loads of countries in the world that are such s**t holes that even working like a slave in another country to make some rich a**h*le even richer seems like paradise to escape to.
