Where I live you will fail your annual roadworthy inspection if you fit LED bulbs to headlamps not designed for them - for a good reason.

Probably due to economy of scale - they sell a lot more of the larger pads, so they actually end up cheaper to produce even though they have more material in them.

TLDW, buy OEM, or if you can't get OEM, buy mid tier and make sure you bed them in properly, unless you live somewhere where they salt the roads a lot, then it might be worth buying NRS. High tier pads are a rip-off. and the low end ones are exactly what you'd expect them to be.
