  4. 20% must be owning 80%. This is natural phenomenon. What we should device is death tax. Once dead, all your wealth will be taken by the state over a specific threshold. One private house per child/spouse. Maybe 10 cr cash as well as the opper limit. But reduce income tax to 15%
