  1. It is important to know and have a registry of Indian Citizens. Every Modern State needs one. We do not live in Jungles. Do NRC. Figure out people with and without proofs. Grant citizenship to all without proofs also - grant them citizenship cards (Aadhar) - Bangladeshi, Pakistani, Nepali, Srilankan, Burmese. BUT DO IT ONLY ONCE. After that, no more relaxations. It is a fact that Bharatvarsha, an ancient civilizational state, was divided on the basis of an alien idea called "religion". In reality, the country was divided on the basis of CULTURE - one for the assumed superior, the non-Indic Arabic cultural tradition - and the other for the assumed "inferior" Indic-cultural traditions (a million essentially). Some sort of cultural imperialism or false superiority complex of the Turki Ashraf class among these people. That is why they named it - LAND OF THE PURE. It is important to remember that the two states, Bangladesh and Pakistan are Islamic republics - for people of the Perfect Book, believing in Arabic cultural traditions, born after chopping off India. People of all other ancient Indic-traditions, including agnostics and atheists - are by definition second class citizens there in the land of the pure. It is important to remember that there are Indic-people (Buddhist and Pegan Bengalis) in Bangladesh - their population is gradually being reduced to 9% from 30% in 70 years. It is important to remember that there and Pagans and Sikhs in Pakistan - Sindhi, Gujarati, Punjabi, Balochi - their collective population is reduced to less than 2% from 20% in 70 years. It is also important to realize that there are more than a million Indic-people (Indic Bengali and Tamilians) in Burma - without citizenships there in Burma. It is very important to realize, India is a CIVILIZATIONAL state - so all Indic-people are to be granted citizenship by default if asked, from anywhere in the world. Anytime & Always. It must be done. No Negotiation. Others cultural tradition are also welcome, but then those citizenships cannot be automatic. PERIOD. Maybe special provisions for prosecuted pagans like the Yazidis from Iraq as well. Yazidis, you are welcome in India. Come back to your homeland. Let us make it more federal, something like the US, to handle internal migration issues as well. Large scale migration of Bihari to Maharashtra is causing problems there, as will do anywhere. Every Indian state is special, not just Kashmir. And States like Bihar and Uttar Pradesh are not doing proper population control - low education and poor administration. Solution - two-layered Citizenship. one to your native state and the other to India.
