Linguistic nationalism is on the rise since independence, and these internal forces are each other throats and a treat to the Nation itself.
A common Indian psychology since millennia - that had allowed a miniscule Turki barbarians and a handful of English traders to conquer the whole of Indian subcontinent.
To counter these forces, and rise above the tolerant level, structural reform of the country needs to be done.
Instead of currently 29 odd states, make all districts within India, around 750 of them, into states.
So 750 states, keeping the Linguistic homogeneity there also. But NOT together as a distinctive ligustics state different from all other states.
So, 750 chief ministers, 750 new state capitals, more metropolis, more decentralization, more focus on each district, more local language development. Almost dead languages like Maithili can be revived like this also.

Imagine one of the poorest district, Bundelkhand will have their own capital city, a local CM and a singular focus to develop the district (modern state) competing with 750 other states.
The 750 CM can also seat in the national parliament as Loksabha or even Rajya Sabha, or any other body if relevant,
Maybe a Presidential form of the Union Government also, people directly electing the executive and head of the State (India).
Replace the traditional Governor concept also, the erstwhile representation of the viceroy, useless position now.
All the CM be called the directly elected Governor of their own district, with a maximum two ter)s (to stop him to be the Mafia, local Zaminder). So a Presidential form in the district also - the head of the executive there, the government - directly elected.
Once executive head is elected - from 750 states to govern them, and a national head, let's the individual heads "select" their team to head various ministries (we should stop calling them ministry, we are a republic not an empire)
750 states managing local law and order, education, Healthcare, agriculture, and the land.
Once the Government question is settled, now elect the legislative (today this separation is a mess) directly - without any executive power, but the power to challenge the Government(s).
And makes sure, the legislative body is always in existence. 1/3 getting ready for elections at any given time.
With professional ministers (lets call them secretary now) governance would be professional, corruption free.
So Mr Modi is the President, head of the State and the head of Government at the national level.
Ms Mamata, head of the government in the state of Calcutta.
Lawmakers in both the cases are elected separately, can impeach the government head and individual ministry heads.
A clear separation of the executive and the legislative.
With selected ministry heads, MLA and MP are now powerless, so rogue elements will not get into these elections. Mature people with concern for the nation will get into these elections.
For example, journalists, teachers from school and colleges, retired officials, heroes from civil society - for prestige and honour to serve the country.
