I think the more important thing is not what the intentions are of the people coming to Africa with deals. The more important thing is what are the African leaders doing to make the various countries better. Or are the leaders simply lining their pockets? China's approach is to sell infrastructure loans which are sweetened with special deals for the officials. And if the countries can't pay on the debt, well, the consequences are spelled out in the loan contracts. But usually the officials who received the bribe money simply don't care about the consequences, which will be borne by others.
