  1. If this was a nuclear plant, there would have been an emergency plan, meteorological monitoring and control of the release, and knowledgeable people publicly advising on the risks. This is not done for the chemical industry and the railroads won't provide hazard information about shipping routes. You can burn this stuff, but money if you burn it at high enough temperatures. Was the EPA involved with the planning? Who approved the burning plan? My job used to be emergency planning, response and recovery; and I have a great many more questions; but I not on the inside now (I am retired). Someone needs to dig into this. At the least the Transportation Secretary, and EPA Chief need to go on the Federal Government side. Beyond that I would need to know who was advising the decision makers. The two Federal officials hold the ultimate responsibility on the Federal side.
