  1. Jessica is an uneducated fool since she seems not to understand that the Capitol was to belong to no state by plan. The land got in was ceded by the governments that owned it. Can you imagine the corruption possibilities if a state could tax the Government Buildings and operations. As to Puerto Rico, both statehood and independence have lost when put on the ballot. The question there is if you believe that the people should decide, Puerto Rico shouldn't be a stats.
