One nationally recognized organization was raising funds for 9/11 rescue operations weeks after the event. When I asked why, the answer was the organization would use the funds for other good work. Another outcome of not honestly discussing an event. You plan for events (mass casualty (likely) and major building damage (possible) event in this case. Respond to the event, which includes rescue which depending on the event can last for days (usually the likelihood of rescue can be determined within hours to the first 48 hours. Recovery which is the recovery which can last for prolonged periods of time, this is when recoverable remains are located and identified (this process can take years, for example after 9/11, I believe some of this still is ongoing as DNA science improves). Why go through this, because officials need to bite the bullet and be willing to state "sad, uncomfortable, and unpleasant truths" instead of stating things in a way that avoids them.
