  1. When the police no longer do anything about reports or there aren't enough police to respond, people don't bother to report minor crimes or assaults. An example my wife, a teacher, received a concussion (two weeks off work) trying to stop two students fighting had no report made since that would indicate a problem in the school. In other words, the school insured no report.
