  2.  @zakbutz8226  Yes, it is hypothetical, but the officer had this concrete fact to work from; she drove into him trying to escape thereby showing a willingness to flee regardless of the consequences. Remember besides being aware that she had been shoplifting, she was aware that she violated an order of protection which would have been discovered if she was arrested for shoplifting, additionally she was operating an unregistered/unlicensed vehicle parked illegally in a handicapped zone. She had every reason to fear arrest, not the police, facing two possib,e felonies and two potentially large fines, it doesn't taken a genius to see that she wasn't particularly worried about the results of her driving if it took her away from the police.
