"A Good and Just King is he who is Loved by most of his People and Hated by some of his People and well known as a Good Ruler in the Neighbouring Kingdoms." Now the point we should stress here is - "A Good and Just King is Hated by some of his own People". Why does Chabnakya think so ? Because we know in any given Nation, There are some small amount of Criminals, Corrupt and Scoundrels who will dislike a Just and Honorable King without any reason, Because the King does not represent them. A Criminal, A Corrupt person or a Scoundrel wishes that their King too would be just like them. So they will reject their King, no matter what
