  1. It can simply be solved with age difference. Like for example younger than 16 and more than 4 years difference or something like that. Because now in Greece we have the opposite problem, where there is essentially a blanket limit at 18 and 18 year olds have to aviod people their age because they may be one month older than 18 and the other person 1 month younger.
