  3. You mean like taxing unearned income at earned income rates? That would be a start. Making sure that effective rates for billionaires are at least the same percentage as the guy making $100k? Years ago, Warren Buffett showed he paid 19% on his hundreds of millions of income, while his secretary paid 37% on her $80k.
