  1. The leadership must come from inside these communities, but I don't see it necessary to exclude external support. Neither liberals nor conservatives have ever honestly tackled or helped to solve any of these issues. It is ridiculous though, to think that these problems will only be solved by random infusions of money by folks outside the communities. There is always lip-service to grand ideas which never seem to materialize.

  3. Very few fledge their chicks anymore. I had been raised with the courage, information and skills to bolt. Didn't turn out as planned, but it turned out well. It seems a shift in mind-set is in order and community leaders must step up if parenting is lacking. Bad parents make bad parents make bad parents and so on. And problems are not fixed by pointing out the problem or nagging on it, but rather doing constructive things to help fix it. It will cost money, but if applied correctly will be cheaper in the long run.

  5. This is what we have been doing and it has not proved an effective deterrent. The US has the highest prison population in the world. By a huge margin. And we pay huge sums for these prisons which seem only to exist as further training grounds for more criminality. What we have been doing is not working now if it ever did.

  6. Maybe put all the Mexicans to work caretaking the parent less children. Mexicans are very family oriented.
