  1. In an ideal world, parents being able to restrict their children from accessing smartphones/social media until they turn 16 makes sense, but it's not very practical to implement, imo. Because this tech is so ubiquitous, what he's essentially suggesting is to turn the clock back. It may work for certain households with authoritarian parents, but I can't envision parents collectively trying to impose this on their kids. The other problem is that kids are generally more tech-savvy than their parents, so it's difficult to apply this type of top-down approach.
