  1. Having hard rules is a tough sale when it's all kind-of arbitrary anyway and when they junked up the system with a whole bunch of money-grubbing TLDs a few years ago in any case. But really, what it all points to is that the domain name system is awkwardly engineered and that domain names have too much prominence because URLs are too visible to users.
