There are always going to be complications with tourism and tourist. It is always up to the locals,workers, companies, and law enforcement in which and what they tolerate. May find that sometimes it isn't the financial part , that you may not focus on. Quality may be better than quantity at times. We are all new to tourism if you think about it. We all have to be careful what we take in and what behaviors we retain from tourism. In all Japan is really sculpted and molded by the Japanese. More local and company interaction, less on just financial benefits. Just keep in mind you hold the keys.
