In my perception, India ought to be talking with the army brass of Pakistan directly overriding its dysfunctional civil government. Real power lies with its army . SAARC ought to redefine its charter and go ahead without Indian participation at this moment . Much like UK exiting the EU . India has good relations with all its neighbours except one . Hopefully, relations improve between the two and let people to people movement begin . It’s their army’s call to decide.
