Few people remember as the UN was forming, Stalin wanted 3 votes for the Soviet Union. This was for Russia, Belarus, and Ukraine. The US objected and demanded 48 votes for each state. The Soviet Union settled for 1 vote.
The UN is not designed to be a government. It is designed to be a forum for peace. Any organization to be more of a government, as an American, I would limit in an extreme way. Only Canada and Australia have similar democracies. The EU is a work in progress to achieve real government. Much of Africa and Asia do not really accept democracy. South America cannot make up its mind about democracy.
Should there be a population limit to be a UN member?
Why should an island of 100,000 get the same vote as a country of 100,000,0000 million people?
The Security Council Membership went from the Soviet Union to Russia because of military might including nuclear weapons. After Putin, if Russia separates by people groups, will Russia still be a Security Council Member? Yes. Because of nuclear weapons. Does all the supposed legal documents matter? No.
