> Article 5 of the North Atlantic Treaty... ensures that any aggression against a NATO member would likely result in a unified and robust response from the alliance,
"Likely"... No, Art. 5 ensures only that it MAY result "in a unified and robust response from the alliance". This is because the pre-condition for this to occur is a UNANIMOUS decision of the Alliance. Note: unanimous ! This is how NATO works.
See below the most important part of Art.5. Read it carefully. Each word is important, and don't read into it what is NOT there. It is NOT what you take it to be. (And Putin knows very well what it is and what it is not, to identify the weak links and create them, and where to push to paralyze NATO.)
Art 5 foresees only ONE automatic and mandatory action: to open consultations about deciding what action to take, from the use of armed force to... doing nothing!
So that the "unified and robust response from the alliance" might be a simple protest and "strong condemnation"...
With such countries as Turkey and Hungary as members, plus who knows who in the future - maybe France, a unified and robust response is highly improbable. Remains the individual self-defense: each NATO century decides for itself what to do - from nothing to nuclear attack.
--------------------------------
Article 5
The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.
