@929Ethan Both Korea and Vietnam wars don't have North Atlantic Council (NAC) bottleneck, hence the US was able to execute hot conflicts against Russian pilots that supported North Korea and North Vietnam. Any military actions by NATO would need to pass North Atlantic Council (NAC) bottleneck. NATO command structure wasn't used during the 1st phase of the Libyan adventure since Turkey vetoed its use during the North Atlantic Council.

Unlike Russia's hot war against Ukraine, EU has freedom of association when the UK withdrew from the EU and it's on track to join CPTPP in 2022.

@feduntu You missed the point on Turkey's membership entry was satisfactory during the 1950s. Russia's NATO membership phase has ongoing hot wars. From Transnistria War, Putin's tactics weren't original since Boris Yeltsin has employed it since 1990. This is before NATO's involvement in Yugoslavia in 1999.
