I can. Russia doesn't want to waste too much resources on this conflict (after all, the next step of reunification of Taiwan with China is pending) and Putin made attempts of negotiation every month before Kursk invasion. If Zelensky keep brainlessly waste his best troops there - there would be no negotiations, but it's not like it's beneficial exchange for him. Though, judging from his numerous others PR stunts and significant military failures to achieve such - no wonder.
