  10.  @lan_daddyttv4710  that's civilian definition, not the one countries use in their legislation. For example, Ukrainian Constitution allows postponing Parliament (but not Presidential) elections in a case of declaration of war. No one declared war - not Russia, nor Ukraine, duh. It's Special Military Operation for Russia and Anti Terrorist Operation for Ukraine.
