  1. In the meantime. Trees and nature are still growing without needing money to do so. In fact green waste is up. You dont just go into a dust bowl dump seedlings and they grow. You need biodiversity. The only thing around grown as a single tree and no other plantings are pines. Even then most are saplings before the people put them in not seedlings. If you are using spraying as your method of weed removal, no wonder they wont grow. If you arent rejuvenating the landscape why would anything grow?
