This isn't complicated. Iran likely has the means to make a nuclear weapon right now but they haven't made one because doing so would set off a panic and spark a massive arms race across the middle east. An arms race that would likely see the Saudis at the very least get a nuke within a handful of years. There would no longer be any reason for the US and Europe to provide considerations or concessions to Iran once they built one either. It would also put a bullseye on their backs and see them even more isolated than they are now if they threatened to use it. The Iranians get much more benefit from threatening to build one and getting concessions to not do it than they would from actually building one.
