  1. It's a hold over from the days of the Soviet Union. Back then the soviets had a massive army, a ton of nukes, and decent military tech and training for non conscripted regiments. But after its fall the Russian military fell to, and its going to take a lot more then a few extra billion dollars to their budget to even come close to being a threat again.
