Paying money on unrealized capital gains is a con. Who's to say the collected tax will ever be returned to the investor, the government? What if the value actually decreases? Will you get a refund on something that you paid an "advanced" tax on that should have never been charged in the first place? If the cost of living goes up, the money you get as a "refund" is worth less than it was when you paid the tax and got a potential refund that may never be made. This is a round-robin of government sticking their noses in where they want to spend more, and produce nothing. Are taxpayers the WELFARE for the government to get for doing nothing and wasting what they get because they never worked for it? YES, it is government welfare in reverse.
