It isn't confined to muslims and many muslims were openly disgusted by it. There is good and bad in every culture. The Catholic church have been accused of child abuse for decades and Geoffrey Dickens brought cases - from the stomping grounds of Hindlay and Brady - to the attention of Margaret Thatcher which were shelved. If it was just one political party involved then the rest would have long since outed them to their own advantage. This problem clearly transcends power structures but again this does not mean everybody working in those sectors is guilty.
