  2.  @JamesMiller-br7fe  Federal money. The difference between what a state pays in and what it receives. States like NY and Cali pay in 4 dollars in tax for every one dollar the receive. Red states (except Texas) get 4 dollars for every one dollar they pay in federal tax. Dem states are where the money is made. Red states would be a third world country with federal money
